I saw the procession of horses earlier that morning while walking the kids to school. There were around 20 horses and some of the horses had uniformed riders, others did not. They trotted down the street just as we were coming out of the tube station. It was cool for the kids to see.
I try to watch the mood and demeanor of folk here and based on those observations I wouldn't say anyone is in PANIC.
