I recall an article from several years ago that complained about Americas glut of no longer effective and very expensive, Abrams tanks.

Specifically, the article complained about the inability to change this because Congress was addicted to lobbyist "pork".

Perhaps The Regimes Project Ukraine is providing a solution to these problems that will at long last free President Trumps DOD mavericks and innovative creatives.
