That's some impressive AI. The AI audio people have generated for fun w/ famous people sounds obviously fake, but this one in the article is impressive.
The thing is you need lots of recordings from the person you're attempting to imitate via AI in order for the AI to generate audio that sounds similar to the person. I am leaning towards it not being AI to be honest.

Also, it sounds like the guy generated the audio, played it out loud and then recorded it with his phone in his pocket to sound more authentic, much like how larping clickbait faggots will take a fake image and degrade the quality before passing it around, to make it harder to detect its fakeness.
