The problem with "retraining" the staff is that they just don't give a shit enough to actually watch the kids in the first place. I'm sure there are some solid teachers, maybe even the majority of them, but there are also individuals who should not be entrusted with children and, unless and until that particular cancer is eradicated, the kids will remain at risk. The administration needs to be fired as well as whichever adults were on their phones when this incident occurred. You can't stop these pedo scum from making advances, but there should have been an adult screaming and running towards zombie boy, ordering the kids to run back to the building, the second he came into that yard while another adult called the police.

If parents don't smarten up and find a solution I'm afraid future incidents like this will have a much more unpleasant outcome. Little zombie boy there was too drugged out to succeed in his kidnapping attempt, but imagine a couple bad cartel boys deciding to snag a couple children to sell to the highest bidder. A parent's worst nightmare.
