My first guess would be Pacific Beach San Diego based upon the surfer and the pier. Although, it could be Florida as there are similar piers and that is a very flat beach. Also there is a torpedo and counter measure test range research center in the Bahamas so the device may have been launched there and beached itself on a Florida Beach.
At the 15-second mark you can see there is a cliff-like background. I don't believe it's Florida - I've never seen that type of geography there but I'm not a Floridian so don't know for sure. I agree with your California assessment.

That could be the cliffs north of Tourmaline Surf Park.
Actually it is the Scripps institute research pier in La Jolla.
