Another thought... they guy reading that purported "letter" would have gained a modicum of credibility if he had shown it to the camera. We just have his word for it that he's reading from a letter. Show the damned thing, already.
I need more data, that's all. This is the ONLY example of this claim that I have seen on this subject, and I've been looking for others. If you can point to other examples, we'd ALL like to see them. But this one random guy saying this means nothing.

Didn’t he just say it’s national security law. That’s why the ambiguity.
If you won't believe his word, then why would you believe a letter that HE shows to you? That's illogical.
I can print a letter right now. How does that help?
