From a historical perspective which do you think would be more effective?

A million protesters complaining to a Government that let this happen and doesn't care what they think?

Or 10,000 soccer hooligans treating aliens like rival soccer fans and torching the places where they are housed and chasing and beating them anytime they're seen in the streets?
