Since the 1960s, the Knights of Columbus have held a Memorial Day event at the Poplar Grove National Cemetery in Petersburg, VA.
Let me get this straight. The park service is prohibiting religious observances at a CEMETERY??? Who lays the deceased to rest? The grave digger, with a back hoe? There's a chapel at Arlington. The funeral or burial ceremony starts there and ends at the grave. Full religious, military honors and service.
