This is saying that Ketubot 11b pertains to the marriage of former slaves and people who were converted at a young age, even if it means they may not be a virgin, since in those times, it was never a guarantee that a freed slave or a non-Jew who was converted would be a virgin. The Rabbis are discussing the legality of a born Jew marrying a proselyte (converted gentile). It's assumed that if a child slave had been sexually used before their coming of age (for girls this meant their first period), it would be forgiven if she had been converted to Judaism and those sexual relations would be viewed as if she had fallen on a piece of wood and was injured.
And nowhere in this particular versesdoes it actually say they could have sexual relations with a young child. That subject is addressed in other Talmud verses.
