I may not remember the details but according to my high school public safety class, that was taught by a retired California Highway Patrol officer, an arrest must be made during a citizen’s arrest. This is when one citizen makes a charge of unlawful activity against another citizen. Any LEOs here to correct me if I’m wrong?
