Biden is/was basically Herbert the Pervert except with Dementia. And they don’t appear to have particularly trusted him even when he was still mostly there. Hence making him Obamas VP. VPs don’t do that much and aren’t usually particularly trusted to do much secretive.

Hillary however is/was an utter frothing lunatic they trusted with more unsavory knowledge. Hence her position as Secretary of State.
