Why comms? We have had Pandas in the US based on agreements with China for decades

From 2010 to 2023 we had a set of pandas. The agreement expired.

We basically lease the pandas.

Going to add bit of historical context here- the last pair of Pandas were ‘mistreated’ at the Memphis Zoo and one died and the other (Ya Ya) became gravely sick and was sent back to China for care last year, and is doing a lot better now. - garnered a lot of public outcry (at least in China)
