I will join in and say this "solution" is kind of a joke. The root causes for the declining birth rate are mainly economic. The cultural rot is easier to reverse if the economic barriers preventing people from starting families are removed.
The same is true here in the US, but feminism, destruction of the nuclear family, religion, masculinity... plus the communist takeover of education, academia, media, entertainment, etc. is going to take a lot longer to fix... if it can be fixed.
There is also a legal aspect in the US due to no-fault divorce, turning marriage into a suckers game that men automatically lose. The only way to win that completely rigged game is not to play. Obviously, all of that also needs to change.

Even thats not a guarantee since some judges will just throw it away the moment the woman says she signed it "under duress." Some of these judges view a prenup like toilet paper.
Something tells me that a lot more is required to solve this problem than a simple smartphone app.
Maybe an improved economy and a near-complete overhaul on the work / business culture of Japan would be required...
