No. Not FBI, but possibly working with them.

HERE ARE MY OBSERVATIONS:

He is awkward and unathletic in his posture and walk, with both arms swinging forward together (odd),
He looks a little chunky and out of shape (not the standard FBI look)
Head, eyes & hair is purposely covered so as to make identifying him by head shape, eye color and haircut more difficult
Non-standard boots. They look used and clunky. Not FBI-issued.
He's wearing an Arab-type scarf rather than a Palestinian scarf, similar to a 'Red Arafat Desert Scarf'
Baggy black clothing with a logoed shirt. More like an Antifa-wannabe that was hired for the job.
Watches or Fitbit/Apple-type devices on both wrists
