Hell Jefferson had the Louisiana purchase 99% negotiated before he let Congress know there was a deal in the works. And he spent absurd amounts of political capital to ensure they wouldn’t louse it up or set negotiations back to square one and seek to renegotiate everything in some way that benefit themselves.
