Watergate Hotel was being used by DNC as a "honeypotting location". They had rooms rigged with recording devices (analog). The tapes and recordings were being held/stored there in case they were needed to be released for anyone that had been compromised and yet refused to cooperate. This appears to be what Nixon was after.
