No they weren't. He lied on a government form. Perjury - period. It isn't a gun law, it is a perjury law for that charge. It would be the same if he lied on any other government form, like his tax forms he doesn't file.
Perjury is in court when you swear to tell the truth. Constitutionally speaking (although I morally disagree) I don't believe lying is illegal. Taxes also have questionable constitutionality(again I disagree in that its caesar's so give it to him)
