My best guess is the banker cartels, but I’m guessing. They have the money to pull people with abilities to them or coerce them by other means. They have an almost unlimited supply of money to purchase any tech or weaponry they need.
Yep they are at the top of the food chain for the cabal. However, I think they are pretty limited now days due to the Q team and military.
It seems that way. I’m hoping that they’re not just slithering back in a hole somewhere and waiting until they think the coast is clear.
