oh my gosh, i've read what a nightmare HOA's are. how anyone would ever buy a house that has an HOA is crazy. most cities, counties already have laws in place about noise levels, time when you can run a chain saw, lawn mower, how long your grass gets before you are fined. with all that, why would anyone pay extra for MORE laws against you???
