Mmm.. technically not true, as 'average' has a twenty-point swing. Still, it does seem there are plenty at the lower end of the spectrum.
Whole populations of people fall on a bell curve of IQ's. The Mean of a bell curve is the 50%. You will notice I put (the mean) for those who know what that means.
