If I build a site at pdiddy.io and put strict controls on those who get access, I can keep it secret - for a while.
That’s how it works essentially. You have to know the right domain, passcodes - and often have to supply images of CP - before you’re allowed to access.
In the late 90s and early 2000s, when CP was becoming a problem on the web, the government proposed strict controls and censorship.
The internet had a counter-offer: Why not execute all the CP offenders?
