Jane Elliott divided her class up in 1968. NYT and CBS promoted it worldwide in 1970 in a movie called *The Eye of the Storm” and other nationwide touring. It is not clear that Jane was working for the government initially, but she was certainly promoted by them.

A German (Prussian?) professor who also discovered ectoplasm!!! - which the woman produced by chewing magazine photos of people such as Woodrow Wilson and sticking them to the back of her neck.
