my understanding is the speaker of the house controls the capital police, not the leader of the senate. so johnson supposedly is in control of that department. although not sure if only the sgt at arms is allowed to act on the arrest for contempt of congress. am not a lawologist...
if the capital police have offices across the country, they should have jurisdiction enough to reach garland.
That doesnt mean they have actual statutory authority when the current legislative demons flaunt the Constitution at every turn.
