I knew several lottery CEOs back in the 90s and they told me their biggest concerns were rogue employees ability to rig the outcomes. If you know how, it is easy. However, at least at that time, nobody had figured out how to do it without leaving an artifact (footprint) showing it was indeed fixed. That was 30 years ago. Today, I am sure they have that little problem worked out.
