I follow California's income tax agency, named the Franchise Tax Board (or FTB), like a hawk. They had a public meeting last week. Here is my write up on it: https://gwsandiego.net/blog/?p=2761.
This quote taken from the link above helps to answer your question: "At the March 2022 meeting, FTB gave an uber creepy presentation about how for the last decade, they have been stalking low-income people who are not required to file... At the June 2024 Board Meeting, Item 5B was a request for $10, 500, 000 to be disbursed to California Department of Community Services and Development for this stalking program."
*Edit to add another relevant quote: "At the board meeting on March 28, 2023, FTB admitted that people were having penalties falsely imposed due to customer service failures (ie, FTB received dispute correspondence by the dispute deadline, but did not process the correspondence before the penalty was imposed). FTB didn’t straight out admit that they were falsely imposing wage garnishments, levies and liens, but implied that it was doing so with words such as 'moved into involuntary collections.'
During the March 28, 2023 meeting, FTB was awarded $25.23 million more dollars to correct these customer service failures (by hiring more staff). Based on the fact that FTB is still only answering 50% of inbound calls, I think it is safe to say that FTB has wasted this money."
