I think you misunderstand what "white hat control" means. They may be in control of the critical events on the timeline, but the way the Democrats choose to react to those events is not under their control. Remember that Q talked about game theory. They can set up the board, but the Democrats have to choose the reactions. Importantly though, their playbook is also known, which makes the possible strategies easier to predict. (Also consider they are likely blackmailing some key players to make sure things don't get too far off the map.)
The more correct statement would be "the white hats must have anticipated a possible candidate switch" at this point. And that means they already have a mitigation strategy in mind, no matter who the Democrats select.
One thing you can be certain of. They wouldn't have invested all the time and resources into this plan if they weren't already sure that they could counter every move. I fully believe that Nothing Can Stop What Is Coming.

Do you believe the hypothesis that Biden is currently being portrayed by an actor? I do, but I don’t claim to know for sure. I don’t know why people would go to the bother of installing an actor just to let their enemies replace him.
