Although this sounds like a good idea, US Citizens are citizens of the corporate USA Inc and have no constitutional rights. What should be done is one has to be a citizen of their respective state with the same restrictions put on citizenship. Being a US Citizen is what got us all into so much trouble in the first place. Federal citizenship never existed until The Organic Act of 1871 and made us all corporate persons stripping us of our constitutional rights.
They'll have to define "United States". Federal laws have many different definitions. If someone is naturalized, they get a certificate that says they are a citizen of the United States of America.
When I was in Oregon, there was a time when Oregon was very beautiful and a nice place to live. Paper ballots and one day voting only, you have to show picture id and also a voter registration card. It's the same card that you can use to enter or travel to Canada. In order to vote, you better have that card and a pic id to prove you are that person.
Oh, you only get to vote at a certain voting station in your area. You cannot travel throughout the whole city of Portland and just vote. They check you against their rosters and if your name not there, guess what? You do not vote.
How do all the states not have this? Seems pretty basic.
