It certainly can be used for trafficking, air vents being maintained just mean they welded a grate across it.
Their are thousands of mines like this. I've visited many in New Mexico and Colorado,you can frequently find interesting stuff in the ore dumps.
The fact no name lived there and Hunter "passing through" kinda raises myy suspicions.
On an aside, having lived there I too visited various mines in Colorado, mostly touristy types
