I don't think any will ever be arrested. California has a $1,000 limit (or thereabouts) before anyone can be prosecuted for theft. It's a huge part of why so many businesses left San Francisco. It's a free-for-all.
Well, with "close to 70 people" and "close to 100K in losses", just round up the average.
