Easier explanation. A percentage in math is displayed as a decimal. 100% is 1.000. 90% is .90. 1% is .01. As a fraction 100% is 100/100= 1. 90% is 90/100=9/10. 1% is 1/100.

So 4000% is 40.000 or as a fraction 4000/100.

A percentage is basically a division operation.
