The only problem is that if that's the case, and EVERYONE we see are actors, then the good guys are doing legitimately bad things to prove the bad guys were bad...

It's very likely that the public figureheads (lowest rungs on the higherarchy for the cabal) aren't the primary targets... Their handlers and organizers are. That's why so many of them seem helpless and directionless. They're trying to hold shit together, but it's clearly not going well. In fighting is running rampant... The good guys are letting the bad guys struggle publically and letting them commit more crimes that are objectively and undeniably guilty.
