The victim suffered a loss at the hand of someone who belongs to a different country.
Does our legal system cover the loss of a foreigner who entered illegally and whose very presence in America is a continuing crime in itself? Yet were he a citizen it surely would.
There are probably gray areas in the law related to this, I just had never considered them before. The idea struck me so I threw it out there to see what people think. We had better get it figured out because we have a ton of illegals now.

I think it's tried where it happened. If it happened here, it's tried here. If it happened in whatever other country, it's tried there.
