Yes, Zelsnky's name looks like this using the Cyrillic alphabet: Володимир Зеленський

Simple guide:

В = V
л = L
д = D
и = ee
р = R
З = Z
с = S (so CCCP = SSSR not too far from USSR)
ь = affects pronunciation
й = Y as in boy

So the surname ends in two y-like sounds.
