Best scenario: Joe Biden and Jill hold out until late September, then steps down while releasing all of the Clinton and Obama skeletons from their closet publicly.
Its too late for the DNC to place another candidate on any state ballot. Most mail-in ballots and absentee ballots have already been mailed out in nearly every state. DNC, amidst complete chaos, have to select new candidate and have 4-weeks remaining to organize a write-in campaign, but way too late to re-send new mail in and absentee ballots.
Any votes for the new candidate would have to show up at polling center and sign a write-in ballot.
