The shooter was spotted with enough time to stop it, but... did the people who saw him take timely/appropriate action? Did they notify the right people? Was there a breakdown in communication somewhere? Was one of the people in the chain of notification in on it?
I could see it taking a minute or two to get through the channels but still...
Then again, if regular people saw the shooter early there's NO WAY the SS didn't see him too.

One man was interviewed later who said that he told police he saw him climbing the ladder up to the roof. Nothing was done
