To me the most damning piece of this is the obvious fact that this shooter knew he would need a ten foot ladder before arriving that day. Which means he had pre-scouted the site and knew that there would be a perch in clear line of fire a mere 130 yards away. How could he (1) scout out the site with such ease? And (2) how could he possibly have assumed that perch would be available to him?
