Not a contractor, but I own a type III Werner fiberglass ladder and can concur.

If it really is a werner 10 foot ladder it's only $250 and it weighs 39 pounds
The photo doesn't show the full ladder, but it appears to have 9 rungs like a 10' ladder. So where did it come from? Did the shooter park in the lot behind the building with all the LEO or did he carry it from somewhere? Or was it left there? What was he driving, I believe reports said "car" and not "truck". I'd like to see how he transported a 10' ladder in a car.
Apparently he walked a mile with it lol, I'm not going to bother getting bogged down questioning that, that will just muddy the waters.
Ok, so the official story is he carried the ladder and rifle, I don't have a hard time believing that and I think questioning it isn't a good strategy to get to the bottom of this and be taken seriously anyway.
What I do have a hard time believing is that no one stopped him.
Well, they are germane to the entire discussion. Seeing a guy carrying a rifle and ladder to a political rally should raise a lot of questions. I've seen photos saying he arrived via bicycle, as well as reports of a car. All those questions lead to the notion that the ladder was prepositioned. The bigger question is who was involved in the plot. This obviously wasn't a lone gunman.
