Well back in the late 80's early 90's schools did this thing where local police came in and fingerprinted all kids. Ubder the guise of learning about finger prints. Think there was a parental consent form involved at the time. I would imagine that went into national security database at the time. I would imagine dna collection efforts are stored in a similar manner.
There are many public DNA databases. You don’t even need an FBI database for that - just some copies of a few public databases is more than sufficient. 80% of Americans could probably be identified by the ancestry.com database alone.
