Well yeah. They put the ACTUAL shooter inside the building (where they also didn't give the snipers inside the building spotters, so likely unattended), and the patsy onto of the building. So of course they needed a dumb excuse. That wanna be kid with no weapons training and likely little to no range time was not going to make such a precise headshot.
