Did Trump say he just changed the design of the ships? How can he do that if Biden is “President”? Did I hear something incorrectly?

Ah yes. I believe it has to do with some dual propulsion and gears not working when switching or combining the force. I believe the issue of it's originally planned munition for the gun being unavailable, making them essentially useless.
