He said he gave a big contract to a state but he needed to change the design, it was in the last 15 minutes of his speech.

I believe he said something along the lines of a modern destroyer. The story was more about the contracts he gave to Wisconsin.

The littoral combat ships are built in Marinette Wisconsin. These are close to shore vessels. I dont have time to look but I believe the current line of these ships has been halted.
Ah yes. I believe it has to do with some dual propulsion and gears not working when switching or combining the force. I believe the issue of it's originally planned munition for the gun being unavailable, making them essentially useless.
Wisconsin was the state - unsure of the ship name.
