It does not make sense for Blackrock to own Vanguard mutual fund shares, because Blackrock has their own mutual funds, so why pay Vanguard for what you already have? Vanguard mutual fund shares are owned by 401k plans, pensions, etc.
Controlled by? Maybe. But each mutual fund has a board of trustees that is elected by the mutual fund shareholders.
