Not an IT guy to comment on the how, but here's a possible motivation:

Sending signal / removing options for international travel before the roundup of criminals. This would be for the many that fly commercial, the small fry that don't have assigned teams tracking every move.

That "Nessum Dorma" might have started sooner than we expected.
