Vance seems to have similar views on many things as Trump does. It is kind of an insurance policy. If anything should happen to Trump then the DS will still have the same problems to deal with.

If, on the other hand, Trump had chosen another Pence then the DS would have been motivated to get the VP into the top job.

Also, note how the VP was named at the start of the week so as to preempt anything that may have happened during that week.
