You need to watch on a High Def large monitor. I have a 27-inch 4k resolution. I can see there is definitely someone that is visible and moving up there.
Maybe he thought he was going to be sent up in a tree or some other dark-colored location but last minute was directed to the water tower. I dunno. Just spit-ballin'.

The video is worth the watch. It's blurry, but in the video it's clear there's definitely someone up there, to the point you can't blame artifacts.
