Trump said he would stop the anchor baby con with an executive order. If/when the issue is taken to court, a common sense decision could make it retroactive (don't quote me but if it's unconstitutional it doesn't apply to recipients of an administrative rule.)

subject to the jurisdiction means subject to the laws of the country. Someone on a tourist or student visa is still subject to the laws of the USA because they can be arrested and prosecuted for breaking the law then deported after serving their sentences.

That's quite a stretch. Why would the framers put subject to the laws of that country when it's common sense that if you're visiting any country you are subject to their laws while you're visiting except for things like tax law. If a Frenchman were visiting he is still a citizen of France, thus subject to French law. If France wanted him returned for breaking French law like tax evasion, he'd be returned.
