Good questions! Without hearing from him, we have no idea who wrote that or if he is alive. Why didn’t Byedone speak to the American people directly? Why is he going to speak in a few days, not now? Something is very fishy!

He's not stepping down from office. He's suspending a campaign. Seems like an important distinction.
Yeah it wouldn’t be for Party business which is not government official related. Separation of office and candidate business is strict. If he has used official POTUS meme it would be a misuse of office.
His signature is also not his usual signature. He does not underline his name in any known previous examples. Some other small issues at the letter-shape level can also be found.
There was a shorter one page letter which had the seal. Couldn't read the To: but it should have been to congress, his staff and SCOTUS.
