"Continuity of Government" is a specific term that is very clearly outlined. There are five levels. We were in level 2 for several hours on 9/11, and we entered it again on 1/18/21, two days prior to the hoax inauguration.

For her, "continuity of government" may refer to the oligarchs pushing Biden around.

You ignored the actual meaning of the term, and said that it "may refer" to something different.
