It's just more fear propaganda ; to keep people on their toes. Almost a kin to living with someone who makes you walk on eggshells all the time.

Other folks are correct ; this would have already been set in motion if they were going with bird flu. They know that no where near enough people will buy into covid again.

They've got something bigger planned. Acceleration. The hit on Trump failed. How many other end game cards to they have, right?
