If you can access the CBC replay (https://www.cbc.ca/player/play/video/9.6451404):

@ 36:11, you can just make out the swimmer (Tamara Potocka) trying to get out of the pool, at camera's top left, before the next group goes.
@ 36:45ish, the cheering stops as people realize.
@ 37:03, "Stand down please" is heard over the PA.
@ 37:15, one of the commentators assumes there's a technical malfunction, but quickly realizes it's because Potocka is down.
Medics come over and by 39:43, they are removing her.
